The Cove Residences Miami Launches EB-5 Investment Opportunity in Edgewater
SB Development and Hazelton Capital Group have announced that The Cove Residences, A Waterfront Collection – a 40-story boutique condominium rising along Biscayne Bay in Miami’s Edgewater neighborhood – is now accepting EB-5 investments. Through the EB-5 Immigrant Investor Program, qualified foreign investors have the ability to pursue U.S. permanent residency through an investment in one of only a few Miami residential condominium projects currently accommodating the program. As the only waterfront project currently accepting EB-5 investments, The Cove Residences presents a timely opportunity for investors to participate ahead of a key filing deadline this fall.
“The Cove is a rare combination: a boutique waterfront condominium, a prime Edgewater location, and a development already moving forward in one of the strongest residential markets in the country,” said Joseph Stern, Principal at SB Development. “For qualified EB-5 investors, it offers a time-sensitive opportunity to align immigration planning with participation in a tangible Miami waterfront real estate development.”

Under the U.S. EB-5 Program, individuals and their families, including spouses and unmarried children under 21, who invest $1,050,000 in The Cove Residences may be eligible to apply for a U.S. green card. With capacity limited to 40 applicants, the offering comes at an important time, with immigrant visas under the EB-5 Regional Center Program currently authorized through September 30, 2027. EB-5 industry guidance has also identified September 30, 2026, as an important filing date for grandfathered protection, meaning petitions filed on or before that date may continue to be processed under existing rules even if the program later changes or sunsets. Because the project sponsor for The Cove Residences has already filed the required I-956F petition, qualified investors are able to file their individual immigrant petitions in advance of that deadline.
“The EB-5 program is rooted in job creation and economic growth,” said Adam Westreich, Principal at Hazelton Capital Group. “We are proud to open The Cove Residences to qualified international investors who recognize the quality of the project and its contribution to Miami’s rapid evolution into one of the world’s most cosmopolitan cities.”
Already under construction, the 134-residence tower features architecture by Miami-based Kobi Karp Architecture with interiors by Buenos Aires-based Dieguez Fridman Design. Conceived for owners seeking a well-rounded quality of life and long-term value in the market, The Cove Residences offers one- to four-bedroom private residences with ceiling heights of more than nine feet, floor-to-ceiling windows and balconies overlooking sweeping views of Biscayne Bay and the Miami skyline. Residences will also feature custom kitchens with high-grade appliances and spa-like bathrooms.

Located at 496 NE 29th Street in Edgewater, the building is positioned moments from Downtown Miami, Wynwood, the Design District and Miami Beach. The amenity collection includes a resort-style infinity pool, state-of-the-art fitness center with spin auditorium, yoga room, spa with cold plunge, massage rooms, hammam and sauna, outdoor meditation and Zen garden, co-working spaces, private dining room with chef’s kitchen, theater and performance room, game and billiards room, owner’s lounge with wine storage, children’s playroom, rooftop summer kitchens, direct Baywalk access, a waterside restaurant and dock for water sports. Residents will also have access to an in-home concierge medical service offering doctor visits, diagnostics and testing, wellness and recovery treatments and prescription delivery.
Once approved, EB-5 investors and their eligible family members may receive conditional permanent residency, giving them the ability to live, work and study anywhere in the United States. The building is projected to generate more than 1,500 jobs, far exceeding the program’s requirement of 10 full-time jobs per investor.
Completion of The Cover Residences, A Waterfront Collection is expected for 2028. Sales and marketing for the project is being led by the Eklund | Gomes team at Douglas Elliman Development Marketing.
